Political science theories and concepts that describe the real political process have always been the empirical basis for political philosophy. According to the author, the 2019 Ukrainian presidential election campaign can best be understood and described using the concepts of "populism" and "post-truth". The paper analyzes the discourse of the concept of "populism", and reveals its content and main features. The need to establish social supervision over the actions of the authorities as a means of countering populism is emphasized. Essential characteristics of the post-truth phenomenon are revealed. The theoretical chain of the terms "verity" – "truth" – "post-truth" is presented. The meme as a unit of post-truth is analyzed. The paper proves that it was the bundle of populism and post-truth that had been the background of the electoral consciousness where the manipulative election technologies of the presidential campaign in Ukraine unfolded. ; Эмпирической базой для политической философии всегда были политологические теории и концепции, описывающие реальный политический процесс. The article analyzes the political situation in the East of Ukraine, studies the causes of armed conflict in the region. The purpose of this article is to assess the mass public expectations of new state formations in the east of Ukraine with regard to socialist transformation and correlation of these expectations with the strategic installations ruling in Russia. The first semantic unit of the article substantiates that Donbass in its current form is a product of Soviet industrialization, and therefore the mass consciousness is characterized by nostalgia for the recent past. It is with the socialism that calls for social justice, equality, democracy, against theft, corruption, oligarchs and private property are connected. Although these provisions are not recorded under the heading of "building socialism in the DNR and LNR", residents of these political formations in all their undertakings are inclined to see the very socialist component. The self-government is forced to reckon with the mood of the masses, sharing socialist rhetoric at least "in the outer form". The article analyzes the program of socio-political movement "New Russia Party". The second semantic unit of the article studies the strategy of conservative modernization in Russia, which includes: first, consolidation of the elites; second, uncompromising struggle with the moral justification for violations of the written law; and third, movement towards realistic legislation. The course for conservative modernization does not imply socialist methods in public administration and functioning of the economy. Thus, there is a real contradiction between the political expectations of some residents of the DNR and the LNR for the restoration of socialism and the real transformations in Russia itself, which have no relation to the socialist transformation. ; Статья посвящена анализу политической ситуации на Востоке Украины, исследованию причин военного конфликта в данном регионе. Проанализирована программа общественно-политического движения "Партия Новороссия", исследована стратегия консервативной модернизации в России, которая включает в себя: во-первых, консолидацию элит, во-вторых, бескомпромиссную борьбу с нравственным оправданием нарушений писаного закона, в-третьих, движение к реалистичному законодательству. Автор приходит к выводу о существовании реального противоречия между политическими ожиданиями некоторых жителей ДНР и ЛНР на реставрацию социализма и реальными преобразованиями в самой России, которые не имеют никакого отношения к социалистическим. ; Стаття присвячена аналізу політичної ситуації на Сході України, дослідженню причин військового конфлікту в даному регіоні. Проаналізована програма суспільно-політичного руху "Партія Новоросія". Досліджено стратегію консервативної модернізації в Росії, що включає в себе: по-перше, консолідацію еліт, по-друге, безкомпромісну боротьбу з моральним виправданням порушень писаного закону, по-третє, рух до реалістичного законодавства. Автор доходить висновку про існування реального протиріччя між політичними сподіваннями деяких жителів ДНР та ЛНР на реставрацію соціалізму й реальними перетвореннями в самій Росії, які не мають жодного відношення до соціалістичних.

This article analyzes the social management of post-modern period of human development. Issues of social control have been studied by foreign and domestic scholars, namely V. Andruschenko, E. Aronson, O. Belyaєv, B. Gaєvsky, N. Gegen, V. Dobrenkov, G. Kunz, S. O'Donnell, D. Kenrik, S. Neysberg, G. Saymon, D. Stoun, J. Turner, M. Shulga, G. Shiler, G. Franke, G. Emerson. The purpose of this article is the study of the functioning feature, content management social development trends of postmodernity. The article singled out two models of social management: rational and discursive. It is proved that postnonclassical social rationality is based primarily on the discursive management. Analyzes the content and nature of discursive control, the discourse as the world language, the world of action, method of construction of social reality. The concept of discursive control based on the study of texts in French cultural studies P. Serio analysis of Soviet political discourse. In the study of problems used methods of discourse analysis, hermeneutics, systematic approach. Considerable attention is paid to the analysis of the manipulation of social and individual consciousness. Describes the role and significance of the social unconscious in manipulative practices. We study the well-known consequences of manipulation: bigotry, brainwashing, pathological gambling. In conclusion, identifies the main characteristics of discursive control negative effects of the manipulation of consciousness, how to prevent them.

The article studies the phenomenon of internationalization of higher education. It turns out that globalization is the background for the development of the internationalization of education. Problems of internationalization of education are analyzed, including the problem of multicultural education, strategies of internationalization of higher education, the problem of intercultural communication. It is emphasized that the phenomena of "encapsulation" and "dissolution" are risks in the way of internationalization of education. It is noted that the stu-dent environment is turning into a wide, global space for direct interaction of large masses of representatives of various cultural forms and traditions. The experience of Borys Grinchenko Kyiv University in this direction of scientific and pedagogical activity is studied. The article is based on the program documents of the educational space of the European Union. It is sub-stantiated that the internationalization of higher education contributes to the formation of the "knowledge society". The problems and challenges of the process of internationalization of higher education in Ukrainian society are determined.

A stereoscopic view on a particular historical event, in which contemporary assessments are combined with mental stereotypes of a medieval man, allows a slightly different assessment of the chronicle plot about the posthumous "baptism of bones" of Oleg and Yaropolk, Princes of Kyivan Rus, in 1044. While from theological positions it is perceived as an absurdity and a direct violation of the rules of the church, in the Middle Ages this act did not contradict the mass religious beliefs. From an ethical point of view, the action of Yaroslav the Wise was regarded as concern for the souls of the ancestors who died pagans and therefore did not claim for the salvation. The soteriological optimism that prevailed in the eleventh century in countries of the late Christianization, including Kyivan Rus, gave hope that living people were able to influence the fate of the souls of the dead. From a political point of view, the baptism of the ashes of the ancestors and their reburial in the family tomb of the Princes of Kyiv in the Church of the Tithes was aimed at expanding the circle of heavenly patrons and protectors of the princely dynasty, expanding the period of the Christian history of Kyivan Rus, and, as a result, legitimizing the power of Yaroslav the Wise.

"The article is devoted to the ethical aspects of artificial intelligence functioning. The problem of the safe coexistence of man and artificial intelligence is taking on increasing importance. The definition of artificial intelligence and the explanation of the difference between weak, strong artificial intelligence and super-intelligence are given. The first ethical problem of artificial intelligence functioning is the existential question of human redundancy due to the spread of artificial intelligence. The article emphasizes that artificial intelligence, on the one hand, frees a person from certain areas of activity, facilitating their existence, on the other hand, it makes them superfluous in production and in personal life. The second is the problem of responsibility for the actions of artificial intelligence. The article argues for the necessity of human responsibility for the actions of artificial intelligence because artificial intelligence does not have consciousness. The third problem is the intensification of the phenomenon of stupidity in society. Artificial intelligence creates the conditions for the increasing cleverness of some segments of the population and stupidity of others, which can result in even greater mental and property inequality.
